GESTIÓN ESTRATÉGICA EN EL SECTOR PÚBLICO Y EN EL SECTOR PRIVADO: DIFERENCIAS Y SIMILITUDES

RESUMEN La Gestión estratégica es un enfoque sistemático de administración que incluye la determinación de los estados futuros deseados por una organización y las intervenciones dentro y fuera de la organización para lograrlos. Es en el sector privado en donde primeramente se implementa, pero actualmente también es una alternativa administrativa para el sector público. El objetivo de este trabajo es presentar las similitudes y diferencias en los modelos de gestión estratégica para el sector público y en el sector privado. Para lograrlo se hizo una investigación documental sobre las características de las organizaciones privadas y públicas y las diferencias y semejanzas en cuanto a su gestión, que son las pautas para los modelos específicos de gestión estratégica para cada sector. Las diferencias se dan en la etapa de diagnóstico, ya que a pesar de que en ambos modelos se utiliza el Análisis de Debilidades, Oportunidades, Fortalezas y Amenazas (DOFA), en el sector privado las debilidades y fortalezas son internas y las oportunidades y amenazas son externas, mientras que en el sector público todos los elementos pueden presentarse interna o externamente. Además la gestión estratégica en el sector público tiene que considerar, como una etapa importante de su proceso, la identificación de conflictos entre objetivos económicos y de política, que pueden provocar tensiones. De las semejanzas la más sobresaliente es el establecimiento de una visión estratégica. ABSTRACT The Strategic Management is a systematic approach of administration that includes the determination of the future desired status by an organization and the interventions inside and outside of the organization in order to achieve them. It is in the private sector where it was primarily implemented, but nowadays it is also an administrative alternative for the public sector. The purpose of this work is to present the similarities and differences among the strategic management models for both the public and the private sectors. To achieve this a documentary research was done on the characteristics of the private and public organizations and the differences and similarities regarding their management, which are the guidelines to the specific models of strategic management for each sector. The differences are given on the diagnostic stage, and even though the SWOT analysis (Strengths, Weaknesses, Opportunities and Threats) is used in both models, it is in the private sector where the weaknesses and strengths are internal and the opportunities and threats are external whereas in the public sector all the elements may be presented either internally or externally. Furthermore, the strategic management in the public sector has to consider, as an important stage of its process, the identification of conflicts between its economic and political objectives which may cause tensions. From all similarities, the most outstanding is the establishment of a strategic vision.Downloads
