NECESIDAD DE MODIFICAR LA INVESTIGACIÓN EMPÍRICA TRADICIONAL

RESUMEN Objetivo: Demostrar la necesidad de modificar las bases teóricas de la investigación empírica social tradicional, para que sus medios técnicos tengan la efectividad que les permita a los investigadores sociales, y a funcionarios públicos, disponer de la información adecuada para obtener mejores resultados en la planeación, diseño y ejecución de instrumentos para solucionar problemas colectivos, a través de la identificación de todas las variables involucradas. Material y método: A partir de una hipótesis que emplaza a la información obtenida por la investigación empírica tradicional como referencia, se entrevistaron a 30 funcionarios públicos en relación a sus problemas y obstáculos en la planeación, diseño y ejecución de instrumentos para atender necesidades colectivas. Los resultados se analizaron con el marco teórico de la «Teoría General de Sistemas», de Niklas Luhmann, y a través de un proceso inductivo se estableció la necesidad de modificar las bases teóricas de la investigación tradicional. Resultados: 26 de los 30 funcionarios públicos entrevistados declararon que sus principales obstáculos para la planeación están relacionados con la calidad de la información. El otro resultado que soporta la hipótesis original es que la investigación empírica puede producir diferentes resultados para un mismo problema social; esto se produce porque algunas investigaciones identifican unas variables y otras sólo reconocen otras más, lo cual lleva a establecer que no es posible identificar todas las variables implicadas con el proceso tradicional. Conclusiones: Desde la perspectiva de la «Teoría General de Sistemas», de Niklas Luhmann, se estableció que la investigación empírica tradicional resulta ya inefectiva en relación a la información producida para estudiar una problemática social ante la complejidad del mundo moderno, porque el proceso no identifica todas las variables involucradas. Por lo tanto, resulta necesario modificar y/o complementar la tradicional contrastación empírica de hipótesis. ABSTRACT Objective:Demonstrate the need to modify the theoretical basis of the traditional social empirical research so that its technical means could have the effectiveness that allow social researchers and government officials the availability to make use of the proper information in order to get better results on planning, designing, and performance of instruments to solve collective problems, through the identification of all the involved variables. Material and method: On the basis of a hypothesis that leads to the collection of information by means of the traditional empirical research as a referent, 30 government officials were interviewed regarding their problems and obstacles on the planning, designing, and performance of instruments to solve collective needs. The results were analyzed considering the theoretical framework of «The General Systems Theory» by Niklas Luhmann. Then, by means of an inductive process, the need to modify the theoretical basis of the traditional research was established. Results: 26 out of 30 of the interviewed government officials declared that their main obstacles on the planning were related to the quality of the information. The other result that supports the original hypothesis is that the empirical research can provide different results for the same social problem. This is because some research identify some variables whereas others only recognize other variables. This draws the conclusion that it is not possible to identify all the involved variables with the traditional process. Conclusions: From the perspective of «The General Systems Theory», by Niklas Luhmann, it was established that the traditional empirical research is not effective anymore in relation to all the information produced to study a social problem in the face of the complexity of the modern world because the process doesn´t identify all the involved variables. Therefore, it is necessary to modify and/or complement the traditional empirical contrasting of the hypothesis.Downloads
