GOBERNANZA EN SISTEMAS DE SALUD Y PARTICIPACIÓN SOCIAL EN MÉXICO A PARTIR DE LA REFORMA DEL SECTOR

Objetivo: Establecer, desde la perspectiva de proveedores y usuarios de servicios de salud, los alcances de reforma del sistema de salud en materia de gobernanza y participación social.
Material y Métodos: Se realizó una investigación cualitativa en tres estados de México durante 2003. Se realizó trabajo de campo, se aplicaron 90 entrevistas a
profundidad a usuarios, proveedores de servicios y tomadores de decisiones, las cuales se analizaron con apoyo del programa ATLAS-Ti; posteriormente se realizó un mapeo de alcances sobre la reforma.
Resultados: Para los actores políticos la reforma no ha modificado la dependencia del nivel central; se evidenció desconocimiento de sus estrategias y falta de
participación en la gestión local de recursos para financiar los sistemas estatales de salud y la ausencia de un sistema oportuno de rendición de cuentas en salud tanto en los niveles municipal como el estatal.
Conclusiones: La gobernanza en salud no cuenta con mecanismos suficientes de participación y de rendición de cuentas que permitan avanzar en materia de
democratización de la salud; mejorar sus niveles es un reto a replantear en el proceso de reforma de la salud en México.
